Here is an update on the Center Zoning for 10/10/25...
- The Planning Board met on 10/7 and adopted a new strategy for the By-Law based on Town Counsel advice. It breaks off FB5 subdistrict and creates a new overlay for that area called 10A, Center Gateway Overlay District. The first draft zoning for this is accessible off the project page at this link: https://www.belmont-ma.gov/2181/Belmont-Center-Zoning-Draft-Bylaws
- The latest draft of Section 10 is also uploaded to that page.
- The Hotel bylaw that the Board had been working on last year was resurrected to use to further regulate hotel development. This is also located on the draft bylaws page.
- Amendments to Section 7.3, Design and Site Plan Review (DSPR) are ongoing and should be ready for ATM. This new language comes from prior drafts of Chapter 10.
- The Planning Board will adopt Rules and Regulations for DSPR to supplement Section 7.3.
- Design Guidelines for the Center have been developed as part of a Users Guide that is undergoing Board review. They will eventually be a part of Planning Board Rules and Regulations.
- Provisions for Transportation Demand Management and Construction Management have been removed from the draft zoning and resituated in new Sections 5.5 and 5.6 of the Zoning Bylaws. These will also be considered at ATM 2026.
- The new draft Section 10 is now at 57 pages versus the previous 90 or so.
- The Planning Board will next meet on 10/14 to discuss a few remaining elements of the By-Law and touch on parking and traffic studies.
- The Parking Study (revised to correct several elements) is expected to be received today and should be distributed Monday in advance of the 10/23 rescheduled joint meeting of the Planning Board, Select Board, and Transportation Advisory Committee.
