Floodplain Zoning
The Town of Belmont is required by FEMA through DCR's Flood Hazard Management Program (FHMP) to update our floodplain zoning in order to be in compliance with current FEMA requirements. All communities that participate in the National Flood Insurance Program (NFIP) are required to enforce minimum NFIP regulations through the adoption of a Floodplain Overlay District. The Floodplain Overlay District must encompass the FEMA Special Flood Hazard Area (SFHA), also known as the 1% chance or the 100-year flood zone. The Massachusetts Flood Hazard Management Program has developed a model Floodplain Bylaw/Ordinance that identifies required and recommended language. The model includes minimum state requirements (building code, wetlands and others) that apply in the SFHA.
Belmont Center Overlay Zoning
The Planning Board is working to develop an overlay zoning district for Belmont Center and vicinity. This project is an initiative reecommended by the 2008 Vision for Belmont Center report. The report recommends considering the Form-Based Code tool for this overlay district and a contractor, Able.City, was hired by the Town to develop this By-Law draft. This project is in-process and is expected to be concluded mid-2025.
